Crime victims seeking
compensation through the Crime Victims Compensation Program (CVCP) must first use
all other health insurance available to them, including commercial
insurance, Medicaid, or Medicare before accessing CVCP coverage. Victims
with no other coverage rely on CVCP. CVCP is called the “payer of last resort.”

office for the victims of crime. If you are a victim of crime who is undergoing mental health
therapy and have exhausted all your mental health benefits, your current mental health provider may be
willing to apply to be a CVCP provider. If the current mental health provider is not able or willing
to work for CVCP reimbursement rates, you may find an authorized provider from the list below.

Crime Victim Service Centers in Washington State:
Washington State has 13 regional Crime Victim Service Centers
that provide advocate services to victims of crime other than
domestic violence and sexual assault. These crimes include:
homicide, assault, robbery, child abuse, elder abuse, human
trafficking, fraud, identity theft, arson, auto theft, burglary,
and other property crimes.
These agencies will provide services to crime victims even if
they do not report their crime to law enforcement.

Contact the Office of Crime Victims Advocacy (OVCA), 1-(800)-822-1067, for human
trafficking violations in Washington State.
Human trafficking is modern day slavery. It involves forcing or coercing people to
provide labor or commercial sex. Human trafficking occurs when a person uses violence, deception, or threats to force or coerce
another person to provide labor or commercial sex. The abductor prevents the victim from leaving the situation. Human
trafficking also occurs when a person recruits, harbors, transports, provides, or obtains another person knowing that
force, fraud, or coercion will be used to exploit the other person for labor or commercial sex.
Who are the victims? About half of all human trafficking victims are children. Many victims have first suffered
other crimes such as sexual assault, sexual abuse or domestic violence. Often persons are lured into slavery by being
offered a change for a better life through employment, marriage, education or life in a more prosperous country.
